Karel De Gucht, Belgian Minister of State, Professor of European Law and Chairman of the Institute for European Studies at the Free University of Brussels and a previous Spring Fellow at the Harvard Kennedy School, was the European Union Commissioner for Trade (Barroso Commission II) and for Development and Humanitarian Aid (Barroso Commission I). He serves on the board of ArcelorMittal and Proximus. Mr De Gucht was Belgian Deputy Prime Minister and Minister of Foreign Affairs, a Member of the Belgian House of Representatives, Senate and the Flemish Parliament, and a Member of the European Parliament. Mr De Gucht holds a Master of Law Degree from the Free University of Brussels (VUB).
